BSA Chief Scout Executive Roy L. Williams The 7,200 attendees of NOAC were honored to have Roy L. Williams, the Chief Scout Executive of the Boy Scouts of America, as a special guest at the History and Recognitions Show. Mr. Williams, a Vigil Honor member and DSA recipient is a 30 year veteran in professional BSA service. His work as a professional Scouter has taken him from Fort Worth, Texas, to Topeka, Kansas, to Providence, Rhode Island. He has held many positions during his tenure as a professional, but most recently he served as the Region Director for the Western Region.

Mr. Williams took the Chief Scout Executive post on June 1st, 2000 when Jere B. Ratcliffe retired. He has spoken at the past two National Order of the Arrow Conferences--in 2002 at Bloomington, Indiana, and in 2000 at Knoxville, Tennessee. It was at NOAC 2000 that Mr. Williams received the Order of the Arrow's Distinguished Service Award.

Mr. Williams thanked the Order of the Arrow for the many hours of service to local councils and communities. Mr. Williams complimented the 2003-2008 OA Strategic Plan, and spoke of its alignment with the BSA's Strategic Plan. He said that he felt it was very important that the OA and the BSA work together to achieve our goals. In closing, Mr. Williams reiterated the importance of the OA's existence as an integral part of the BSA.
