Each Arrowman who attended the 1998 NOAC had the opportunity to attend a comprehensive three-day training program. Available sessions included Leadership, Program, and Adminstrative topics, Inductions and Ceremonial Events, TOAP, and American Indian Activitites. Each Arrowman had the ability to enroll in the sessions and workshops that met his or her interests.
To provide additional resources for lodge, section, and other OA training, copies of the syllabus prepared for many of the sessions are made available on this web page.
Please note that this material is provided as a resource. It is not to be construed as setting Order of the Arrow policy. Order of the Arrow policy is established by the National OA Committee, and set forth in official OA publications, such as The Order of the Arrow Handbook, the Guide for Officers and Advisers, Operations Updates, the National Bulletin, and so forth. If any material presented in this syllabus appears to be in conflict with such documents, it should be changed to conform to the policy given in the official publications.

To ensure that Scouts and Scouters who may be going through various Order of the Arrow ceremonies in the future do not have their experience lessened or spoiled, some of the material on this web site is protected.
The Order of the Arrow, recognizing the attractiveness of the unknown, utilizes the form of mystery. The syllabus some of the training sessions provided at the 1998 NOAC are not available online. This includes the workshop sessions (W39-W52, W64), the TOAP sessions (T65-T66), the American Indian Sessions (A70-A91), and a few other sessions (shown below).
In most cases, this is because the session was a hands on workshop or a discussion group without a formal syllabus. In other cases, it may be due to the nature of the topic covered, or problems getting the material.
The following Leadership/Program/Administrative sessions and Inductions and Ceremonial Events sessions are not available:
